What this record is

The Pittsburgh Water and Sewer Authority's board held 24 regular meetings between October 27, 2023 and September 26, 2025, and its own minutes record 228 resolutions put to a vote. This dataset codes each meeting from those minutes: how many resolutions came up, how many passed unanimously, who abstained, how many questions board members asked and about which resolutions, how much money the board authorized, and how many residents spoke.

What it shows

  • 228 resolutions voted on across 24 regular board meetings, October 27, 2023 through September 26, 2025.
  • 223 passed unanimously. The other 5 carried an abstention, each one the chair recusing himself for a conflict of interest. No resolution drew a no vote.
  • $871.25 million authorized across the 24 meetings, summed from the dollar amounts in the minutes.
  • 72 of the 228 resolutions drew at least one recorded question from a board member; 156 passed with none.
  • 10 members of the public spoke in the two years, at 5 of the 24 meetings.

What it does not show

  • What was said in executive session, in committee, or between members and staff before a meeting. The minutes record only the public meeting.
  • Why any member voted the way they did.
  • Whether any expenditure was sound. The dollar column is what the board authorized, not an audit of how the money was spent.
  • Meetings after September 26, 2025, including the first meeting after the baseline story ran, at which the board asked 40 questions.
  • A verbatim transcript. Minutes are the authority's own summary of each meeting, and the question counts can only be as complete as that summary.

How the coding works

The unit is the single resolution, and the source for every figure is the minutes Pittsburgh Water posts on its own website. Each meeting was coded on four variables: the vote outcome (unanimous, split, or carrying an abstention, with the abstaining member named), the questions each board member asked and which resolution each question concerned, whether recorded discussion changed any decision, and the number of residents who spoke.

Questions are counted two ways, and the two numbers are both correct. Counted per meeting, members asked 131 questions over the 24 meetings. Counted against a specific resolution, 96 questions attach to one. The difference is questions the minutes record without tying them to an item on the agenda.

The unanimity rate excludes the five abstentions from its denominator, because each was the chair stepping aside on a conflict of interest rather than a member breaking from the board. Counted that way, the rate is 223 of 223.

The full codebook, the reconciliation of three places where the source data disagrees with itself, and a script that re-derives every figure from the files above are in the evidence repository.
