What this record is
Three documents from PUC dockets R-2025-3055010 (water), R-2025-3055011 (wastewater) and R-2025-3055012 (stormwater). The first is the customer notice Pittsburgh Water filed with its June 4, 2025 rate request, which states what a typical residential bill would become if the request were granted in full. The second is the settlement filed November 21, 2025 by the five joint petitioners (Pittsburgh Water, the commission's Bureau of Investigation and Enforcement, the Office of Consumer Advocate, the Office of Small Business Advocate, and Pittsburgh United Our Water Table), whose Appendix F tables the bill under the settled rates. The third is the order the commission voted at its February 19, 2026 public meeting, approving that settlement with modifications.
What it shows
- The filing's notice (excerpt p. 2): a typical residential customer using 3,000 gallons a month, charged the base stormwater rate, would go from $100.27 a month to $123.02 in 2026 (22.7%) and to $135.49 in 2027 (10.1%), if the full request were approved.
- The settlement's Appendix F (petition p. 61): the same 3,000-gallon residential bill goes from $100.27 to $115.29, an increase of $15.02, or 15.0%.
- The settlement (petition p. 8): Pittsburgh Water withdraws its request for a multi-year rate plan that would have set rates for 2027.
- The settlement (p. 7, footnote 4): the total base rate and DSIC revenue increase is $42.6 million, the $25.0 million settlement amount plus $17.6 million in PENNVEST surcharges. Pittsburgh Water's statement in support of the settlement (p. 141) gives the total as $43.5 million.
- The order (p. 51, footnote 16): the settlement raises annual operating revenues by about $25 million, inclusive of a 5% DSIC but exclusive of a PENNVEST charge increase of about $17.6 million, for a total increase of $42.6 million.
- The order (p. 126, ordering paragraph 3): the commission approved the settlement as modified by ordering paragraphs 4 through 7.
What it does not show
- Any customer's actual bill. Every figure is for a modeled typical customer at 3,000 gallons a month, and the notice states that its bill figures exclude ALCOSAN wastewater-treatment charges.
- The bill under the compliance tariffs filed in March 2026. The order changed the settlement's PENNVEST tariff language (ordering paragraph 4), set notice and filing requirements for the 2027 rate-structure change (paragraph 7), and corrected percentages in Appendix C, and these files do not recompute the typical bill after those changes.
- What 2027 bills will be. The settlement sets no 2027 revenue increase but changes the rate structure on February 1, 2027, on what it calls a revenue-neutral basis, and leaves the bill impact of that change to the tariff filing for that date (petition pp. 8 to 9).
- Whether or how Pittsburgh Water's board voted on the rate request. These documents do not address it.

Reading the three documents together
Page numbers on this page are positions in the PDF files above, not the printed folios. The filing excerpt keeps the cover and the four pages of the customer notice from a 1,203-page volume; the full volume is 84 MB, larger than this site can host, so its hash is printed beside the excerpt, and anyone who downloads the original from the PUC can confirm it is the same file.
The notice’s typical customer uses 3,000 gallons a month on a 5/8-inch meter and is charged the base stormwater rate (excerpt pp. 2 and 4). The settlement’s Appendix F row for a 5/8-inch, 3,000-gallon residential account starts from the same $100.27 bill, which is why the two can be set side by side.
The $25 million figure in the commission’s and the authority’s announcements does not include the PENNVEST charge, a separate line on the bill through which Pittsburgh Water recovers what it owes on PENNVEST loans, the state’s water-infrastructure financing. The settlement and the order both state the total, including that charge, as $42.6 million.
